Conservatives championed this as a bulwark against failing public schools and “woke” indoctrination. But as RAIR’s investigations reveal, the policy’s blind spots allow radical networks to siphon funds for Sharia-centric curricula that prioritize the global Ummah—Islam’s transnational community—over American citizenship.

“This isn’t about education anymore. It’s taxpayer-funded indoctrination,” Mek warns, documenting how these schools “re-engineer identity” in children.Take Tampa’s Hifz Academy, a K-12 outpost of the Islamic Society of Tampa Bay Area (ISTABA) mosque. Its handbook mandates half the school day for Qur’an memorization and Arabic studies, with students instructed to use the Qur’an as their “compass in America.” Sharia-compliant uniforms—hijabs and abayas for girls, thobes and kufis for boys—are required not just in class but at off-campus events and college dual-enrollment courses. Non-Islamic religious expression is banned on and off campus; parents risk expulsion for their kids if they criticize the regime. Promotional videos boast, “We are preserving our religion and Qur’an here more than in any Arab country,” while openly crediting Step Up and AAA for funding.

With vouchers covering tuition, Hifz attracts families nationwide, boasting relocation incentives: “One of the reasons that made people come to Florida—especially Tampa—is the voucher system.” Critics like Rep. Randy Fine decry it as a “Trojan Horse,” funneling public cash to subvert Western values under multiculturalism’s guise. Worse still is Bayaan Academy, another Tampa gem run by Sr. Magda Elkadi Saleh, principal for 31 years and daughter of Dr. Ahmed Elkadi—the documented head of the U.S. Muslim Brotherhood in the 1980s. Elkadi, per Hudson Institute research, architected Brotherhood fronts like ISNA (Islamic Society of North America), MSA (Muslim Students Association), and NAIT (North American Islamic Trust)—all unindicted co-conspirators in the Holy Land Foundation’s Hamas-financing trial.

Saleh, ISNA’s U.S. Vice President and a leader in the Council of Islamic Schools in North America (CISNA), continues the legacy. She oversees Radiant Hands, a refugee resettlement arm of Islamic Relief USA, importing and stabilizing Muslim migrants while directing voucher-fed education. Bayaan’s Sunni-Sharia handbook is a blueprint for control: Women must don headscarves and ankle-length garb; non-Muslims get modest exemptions but no low necklines. Boys sit to urinate, per sunnah; gender-segregated prayer halls enforce ritual washing. Only Islamic holidays like Eid are celebrated—no Christmas, Thanksgiving, or birthdays. Staff integrate Islam into math, science, and history; violators face dismissal. “BAYAAN ACADEMY is a Muslim-Sunni school and follows the teachings and tenets of Ahl-us-Sunnah wa-l-Jamaa’ah,” it declares, binding parents too.

These aren’t isolated outposts. Bayaan eyes a 14-acre Pasco County expansion—PreK-12 campus, mosque, community center—fueled by a $10 million campaign and $168,821 Ramadan haul. Vouchers lock in enrollment, justifying land buys and construction, per the school’s pitch as a “leading Islamic magnet.” Field trips to the $100 million Diyanet Center—a Turkish state mosque—expose kids to foreign influences. Fundraisers feature Shaykh Yaser Birjas, Madinah University Sharia grad tied to figures like Omar Suleiman, who dodged condemning Hamas’s October 7 atrocities. Saleh’s networks partner with CAIR, another Holy Land co-conspirator, embedding schools in a web that funnels migrants and ideology. This pattern echoes beyond Tampa. Miami’s Reviver Academy, mosque-linked, received $500,000 in probes for “breeding terrorists” yet keeps vouchers flowing; its imam, Fadi Kablawi, has invoked Qur’anic curses on Jews as “apes and pigs.”

At the Florida Islamic Schools Association summit, 120 educators plotted Sharia infusion across subjects, rooted in Sami Al-Arian’s Palestinian Islamic Jihad ties. Nationally, similar schemes thrive: Texas and Oklahoma face lawsuits over voucher-funded religious schools, but Florida’s scale—billions in play—makes it ground zero. Conservatives like Loomer and Mek argue this betrays America’s founding: Public funds for private choice, yes—but not for rival legal orders hostile to the Constitution. “Florida is not merely allowing this—Florida is financing it,” Mek charges.
