Technically whenever he wants. He could make everyone hold the salute for an entire minute if he pleases, before he gives the acknowledging salute back. So there isn’t even a mistake here
• I’d rather see our President saluting the fallen soldiers than a “p”resident who checks his watch as they unload the caskets of our fallen soldiers.
• Inferior rank salutes first. The president would salute last because he is commander in chief
• As a veteran NCO, it’s up to the senior officer to dictate the speed of a salute. As the junior, your hand had better be up before theirs.
