Second, it didn’t apply to all African Americans — it applied only to slaves. Third, the three-fifths clause (Article I, Section 2, of the U.S. Constitution of 1787) isn’t what “led” to any real “power differential” — slavery led to the power differential. Fourth, it wasn’t a fraction of “a human being” — it was a fraction of the population of slaves for the purposes of congressional apportionment. Fifth, it wasn’t the evil Democrat slave states that wanted slaves to count fractionally — it was the northern states, who wanted to reduce the impact of slaves on apportionment. Bond servants counted in full. Indians did not count at all. Milley is a woke moron who shouldn’t be anywhere near a command billet.
