- So@SeanParnellUSA I think you know this already but as a moderately successful officer (retired as an O5) I can tell you that the biggest source of waste is the zero based budgeting which causes the entire DOD to practice “end of year spend out.” Also the way money gets thrown around – I once had a program with a very detailed budget of $2.1xxxxxxxxB and once it got up to the pentagon level they just told me to round it to 2.2B. So with nothing to spend it on we gained about $600 million that we had to find a way to spend. If we didn’t spend it we literally got in trouble professionally. That’s one of your biggest drivers. - If the budget nerds can come up with a way so that subordinate leaders all the way down the chain get rewarded and have a mechanism for handing the money back that they didn’t need (at some level maybe MAJCOM or so) you can change the year/color of the money that you have already been authorized/allocated. Huge savings overnight.
