Set to launch on Inauguration Day, January 20, 2025, the ERS aims to shift the tax burden away from hardworking Americans and onto foreign entities profiting from U.S. trade. Trump lambasted past trade deals as “soft and pathetically weak,” arguing they’ve enriched the world at America’s expense. “For far too long, we have relied on taxing our Great People using the Internal Revenue Service (IRS),” he stated. “It is time for that to change… We will begin charging those that make money off of us with Trade, and they will start paying, FINALLY, their fair share.”

This move aligns with Trump’s campaign promises to use tariffs as a tool for economic nationalism, protecting domestic industries while generating massive government revenue. Under this framework, the ERS would handle external collections, potentially rendering the IRS obsolete for individual income taxes. Trump has hinted at substantial tax cuts or even full elimination for those earning under $200,000 annually, funded by tariff inflows.

In a recent interview, he elaborated: “And eventually we’ll be reducing taxes very substantially for the people of our country, because the money is so great coming in from tariffs that I’ll be able to reduce taxes … to a very large extent, and maybe almost completely.” He added, “It’s possible we’ll do a complete tax cut, because I think the tariffs will be enough to cut all of the income tax.” This could mean the end of annual tax filings for millions, freeing Americans from the IRS’s complex forms, audits, and penalties.
