As detailed in a Newsmax report, the signatories span the political spectrum, from right-wing stalwarts like Bannon and Beck to tech visionaries like Wozniak and British billionaire Richard Branson, alongside AI pioneers such as Nobel laureate Geoffrey Hinton and Turing Award winner Yoshua Bengio.
The letter warns of existential risks, including human obsolescence, erosion of freedoms, national security threats, and even extinction-level events if superintelligent AI spirals out of control. Polling cited in the document reveals only 5% of Americans favor rapid, unregulated AI progress, with 73% demanding robust regulations and 64% opposing superintelligence without ironclad safety proofs. This bipartisan chorus underscores a growing consensus: AI’s breakneck pace poses grave dangers that transcend politics. Conservatives, long skeptical of Big Tech’s overreach, see this as validation of their warnings about unregulated innovation leading to societal upheaval. If China wins, the world loses—plunged into an era of AI-enforced oppression, where Beijing’s model of surveillance and control spreads unchecked. As Arthur Herman of the conservative Hudson Institute warns in a penetrating analysis, “The threat is not coming from Silicon Valley but from Beijing,” where the Chinese Communist Party (CCP) has poured over $150 billion into AI, aiming for global hegemony by 2030 through its New Generation Artificial Intelligence Development Plan. Triggered by AlphaGo’s 2017 triumph over a Chinese champion, this plan has fueled a national obsession, with China now leading in AI research papers (one-third of global output) and generative AI investments projected to hit 33% of the world’s total by 2027.China’s disregard for ethical boundaries is chilling. Herman highlights Beijing’s use of AI for domestic repression: over 500 million cameras create a panopticon, facial and gait recognition track Uighurs in concentration camps, and social credit systems enforce conformity. This extends to biotech, where AI manipulates DNA for eugenics or targeted weapons, potentially enabling racial profiling on a genocidal scale. Ignoring international calls for caution—such as those from the United Nations or even their own limited warnings about AI risks—China exports this model to autocracies worldwide, eroding freedoms and challenging U.S. alliances. If Beijing achieves “quantum supremacy” or superintelligent AI first, as experts warn it’s accelerating toward, the result could be a new Cold War victory for communism, with AI dictating global norms under CCP ideology.
The bipartisan House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party embodies this urgent recognition. In a 2024 press release, Chairman John Moolenaar (R-MI) and Ranking Member Raja Krishnamoorthi (D-IL) introduced the ENFORCE Act, a bipartisan bill to empower the Commerce Department to block adversaries like China from accessing advanced U.S. AI systems. The legislation addresses gaps in export controls, preventing the CCP from acquiring technologies that could fuel cyberattacks or bolster its military. “We cannot allow the CCP, its military, and controlled companies to acquire AI systems that could enable the next generation of cyber-attacks on the United States,” Moolenaar stated, emphasizing that current laws fail to safeguard innovations vital to national security.  Continued below this next clip

Krishnamoorthi added that without action, adversaries will exploit U.S. AI for their surveillance state, underscoring the bill’s rationale: America must lead in AI to reshape the economy and security landscape, not hand tools to tyrants. This sentiment echoes the Bipartisan House Task Force on Artificial Intelligence’s final report, a comprehensive blueprint from Republican-led efforts with cross-aisle input. The report highlights shared concerns about AI’s risks—misuse for harm, privacy invasions, bias, and national security threats—while stressing the need for balanced governance that promotes innovation. Yet, it bluntly warns of adversaries like China militarizing AI, disregarding global cautions, and surging ahead with patents, datasets, and applications that undermine U.S. security. China’s participation in international standards bodies is a facade; the CCP uses them for competitive advantage, proposing more leadership roles to disadvantage American firms.
The task force recommends massive federal investments in R&D through agencies like NSF, DOE, and NIH; public-private partnerships for tech transfer; enhanced STEM education and workforce training; and agile policies to counter concentration risks. To outpace China, it urges U.S. leadership in open-source tools, energy-efficient hardware, and international alliances with like-minded nations—ensuring AI aligns with democratic values, not authoritarian control. Conservatives argue this isn’t optional—it’s existential. The task force report notes China’s AI for “cognitive warfare” and biotech convergence could lead to weapons that target specific populations, ignoring ethical red lines that U.S. developers heed. Pausing American development, as some left-leaning voices suggest, would be suicidal; China won’t wait.
