- The real issue is the law that was altered allowing propaganda to be used on its own citizens. Originally, this act prohibited the government from disseminating its own propaganda within the country. However, with the passage of H.R. 4310, also known as the Smith-Mundt Modernization Act of 2012, those restrictions were lifted.
