Yesterday in Jamaica, Queens, a woman saw a couple duct-taping two dogs’ legs and faces. Police were called—but NEVER SHOWED UP. When the pair realized cops were being called, they ripped off the tape, let the dogs loose in Gwen Ifill Park, and ran off.

Another witness said: “I saw this man and his girlfriend dump the dog at Gwen Ifill Park. I called 911 (no response, shocker).
