In an era where personal care products are staples in every household, a disturbing reality has emerged: many everyday items like shampoo, sunscreen, and tampons contain chemicals banned or heavily restricted in Europe due to their links to cancer, infertility, hormone disruption, and environmental harm. While the European Union has prohibited over 1,300 substances in cosmetics and personal care items, the United States lags far behind, with only about 30 bans in place.
This regulatory gap allows major brands to sell products laced with toxic ingredients, exposing millions of Americans—particularly women and children—to unnecessary risks. Recent studies and investigations have spotlighted these hazards, prompting calls for reform. As Health and Human Services Secretary Robert F. Kennedy Jr. ramps up his “Make America Healthy Again” (MAHA) initiative, focusing initially on food additives, there’s growing speculation and advocacy for extending his efforts to personal care products, potentially revolutionizing how these chemicals are regulated.Let’s start with shampoo and other hair care products, where harmful chemicals abound. Parabens, phthalates, and formaldehyde-releasing preservatives are commonplace in U.S. shampoos, despite being linked to endocrine disruption, cancer, and reproductive issues.
Parabens mimic estrogen, potentially contributing to breast cancer and fertility problems, while phthalates have been associated with developmental disorders in children. Formaldehyde, a known carcinogen, is often released from preservatives like quaternium-15, found in popular baby shampoos and adult products. The Environmental Working Group (EWG) has identified additional EU-banned substances in U.S. hair dyes and shampoos, including cyclotetrasiloxane (a moisturizer tied to reproductive toxicity), lilial (a fragrance linked to infertility), sodium borate (a reproductive toxin), and synthetic colors like Basic Green 4 and D&C Violet 2, which persist in the environment and harm aquatic life.
Brands like Johnson & Johnson, Pantene, and Herbal Essences have faced scrutiny for these ingredients, with investigations revealing their presence in products marketed as “gentle” or “natural.” A Fox News report highlighted benzene, a leukemia-causing chemical, in dry shampoos from brands like Batiste and Not Your Mother’s. These exposures are cumulative, absorbed through the scalp and entering the bloodstream, disproportionately affecting women of color who use chemical-laden hair relaxers and braiding extensions. Sunscreen, meant to protect against skin cancer, ironically contains chemicals that pose their own health threats. Active ingredients like oxybenzone, octinoxate, homosalate, octisalate, octocrylene, and avobenzone are permitted at higher concentrations in the U.S. than in Europe, where they’re restricted due to endocrine-disrupting effects and environmental damage. Oxybenzone, allowed up to 6% in U.S. formulas versus 2.2% in EU body products, penetrates the skin and acts as a hormone mimic, potentially causing allergic reactions, thyroid issues, and reproductive harms like reduced sperm counts.

Octinoxate absorbs at levels 16 times the FDA’s safety threshold, interfering with hormones and delaying puberty. Homosalate, capped at 15% in the U.S. but effectively banned at sunscreen levels in Europe (max 0.5%), disrupts estrogen and may contribute to breast cell proliferation.

The Safer Beauty Bill package, reintroduced in Congress, aligns with his vision by banning toxic ingredients in cosmetics, requiring disclosure, and protecting vulnerable groups—potentially gaining traction under his influence. FDA Commissioner Marty Makary’s “deregulatory mindset” review could extend to personal care, with RFK Jr.’s history of environmental activism suggesting he’ll address these “toxic soups.” States are leading with bans, but federal action under RFK Jr. could standardize protections, phasing out parabens, PFAS, and metals nationwide. The health toll is staggering: rising infertility, cancers, and endocrine disorders trace back to these exposures. Consumers can switch to clean brands like Attitude or Thinx, but systemic change is needed. If RFK Jr. extends MAHA to personal care, it could ban these chemicals, mandating transparency and safer alternatives—making America not just healthy, but toxin-free.

Additionally, there are increasing concerns regarding the potential endocrine-disrupting effects of some chemicals found in sunscreens, including homosalate, avobenzone, octinoxate, and oxybenzone, which could interfere with hormone function. Based on current data, the FDA categorized only two sunscreen ingredients as safe and effective: zinc oxide and titanium dioxide. They don’t significantly permeate the skin. Twelve ingredients, including avobenzone, octinoxate, and oxybenzone, lack enough data to be generally recognized as safe and effective.
