Oregon Democrats’ Tax Triple Threat: Payroll Hike Spells Doom for Small Businesses Amid Exodus
Introduced to fund infrastructure like roads and transit, the plan ignores rampant inefficiencies in agencies like ODOT, which blew millions on consulting fees without accountability. Republicans, including Starr—a Dundee conservative and committee vice chair—fought back, calling it “dangerous to our economy” and predicting job losses as businesses flee. Starr, who spent months negotiating, lamented the lack of performance audits, emphasizing that taxpayers deserve reforms, not blank checks for bloated bureaucracies. For small businesses, this tripled payroll tax is a death knell. Oregon’s current tax climate is already punishing: the state imposes a Corporate Activity Tax on gross receipts above $1 million, hitting even low-profit operations hard.
Add HB 2025’s hikes—to gas taxes, vehicle fees, and the privilege tax on heavy trucks—and owners face an avalanche of costs. As one X user replied to the post, “It’s insane to open and operate a company in blue states. They see their businesses and citizens as walking ATM machines for their woke agendas.”
Another noted the exodus: “People (small businesses) are leaving in droves. The commiecrats have to get the shortfall from somewhere.” Indeed, Multnomah County—home to Portland—lost over $1 billion in income between 2020 and 2021 as residents and firms bolted amid crime, homelessness, and high taxes, with locals saying it feels like “Portland died.”
This pattern isn’t new. Oregon’s liberal policies have long repelled entrepreneurs. In 2023, Portland’s Democratic mayor Ted Wheeler called for a freeze on most tax increases to protect “overburdened residents,” admitting the collective burden was unsustainable. Yet, Democrats persist with hikes, like the 2017 bike tax that small retailers opposed for favoring big-box stores. Climate alarmism fuels more: proposals to tax carbon emissions or gas to combat “global warming” add layers of red tape and costs, as seen in failed 2019 cap-and-trade bills that prompted Republican walkouts.
