The Texas Public Policy Foundation’s May 2024 Bond Election Report lays bare the scam: SPDs, including MUDs, proposed $16.1 billion in bonds, approving nearly all with repayment costs hitting $33.3 billion including interest.

Specific outrages include Atlas Ranch MUD 1’s $552 million bond passing 1-0 and Comal County Water Improvement District 3’s $1.5 billion also by a single vote.
