The “One Big, Beautiful Bill,” which narrowly passed the House on May 22, 2025, by a 215-214 vote, faces a challenging but feasible path in the Senate. With Republicans holding a slim 53-47 majority, the bill’s passage hinges on party unity and the use of budget reconciliation, which allows approval with a simple majority, bypassing a filibuster. This process gives the bill a strong chance of passing, as Republicans need only 50 votes (with Vice President JD Vance breaking a tie). However, internal GOP divisions and specific policy concerns could complicate its path.
The bill, a sweeping package of Trump’s priorities, extends the 2017 tax cuts, introduces new tax exemptions (e.g., for tips and overtime), boosts border security and defense spending, and includes cuts to Medicaid, SNAP, and green energy tax credits. It has significant support from Republican leadership and advocacy groups like Americans for Prosperity and the National Federation of Independent Business, who praise its pro-growth tax policies and border security measures. Trump’s influence, demonstrated by his Capitol visit and Truth Social posts urging swift Senate action, further bolsters its momentum.
However, Senate Republicans have expressed reservations. Senators like Ron Johnson and Josh Hawley criticize the bill’s estimated $2.3-$3.8 trillion addition to the national debt and its Medicaid cuts, which Hawley calls “morally wrong and politically suicidal.” Others, like Rand Paul, demand deeper spending reductions. These dissenters could derail passage if more than three Republicans defect, given unified Democratic opposition. The Senate is also likely to propose changes, such as adjusting the SALT deduction cap or softening Medicaid cuts, which could force the bill back to the House, where hardliners like Chip Roy have already signaled resistance to compromise.
