W.H.O. Director-General Tedros Adhanom Ghebreyesus complains that fake news and conspiracy theories are hindering the establishment of a global pandemic treaty.
Tedros has been advocating for a pandemic treaty or accord to grant W.H.O. greater authority over public health policy, superseding national governments.
The 2023 World Health Assembly (WHA) discussed a draft document focusing on pandemic prevention, but disagreements over intellectual property rights, equity in pandemic response, and sovereignty concerns stalled progress.
Widespread concerns exist about the erosion of national sovereignty and human rights if the W.H.O. gains increased power.
Tedros denies that the pandemic accord would allow W.H.O. to enforce lockdowns or civil rights violations against member states’ wishes.
He urges the conclusion of the pandemic accord by the 2024 WHA, citing the urgency of the situation and potential missed opportunities.
The W.H.O. seeks to amend the International Health Regulations (IHR) to declare health emergencies more freely.
A recent IHR amendment allows W.H.O. to declare a public health emergency without consulting the affected country, aiming to avoid delays like those in Wuhan, China, in early 2020.
Despite criticism of W.H.O.’s handling of the pandemic and ties with the Chinese Communist Party, Tedros was re-elected in 2022.
Tedros calls for courage and compromise among member states to reach a consensus on the pandemic agreement.
He repeats his demand for $1.5 billion to support W.H.O.’s emergency response work.
The campaign for a pandemic treaty was also discussed at the World Economic Forum in Davos, with Tedros warning about a potential “Disease X” more devastating than COVID-19.
Tedros emphasizes the need for a unified global response system to better prepare for future pandemics, advocating for the pandemic agreement.
